Yup. Here's what I think. People who are in public spaces without a mask should be tested immediately. If they are positive, they get the choice of volunteering in a Covid ward or jail.

All the fake exemptions are nonsense. Masks felt weird at first. You get used to them. There's an old fellow I know of that has asthma and COPD. He wears a mask. Says he can't risk getting sick. If he can, they can.

At the very least, they can wear a face shield. The fact that they do not speaks volumes.
