Your last sentence touches on the heart of the Boost program. The idea of Boost is to have two layers to help that happen. First layer is publication editors. They read every piece submitted to their publication and nominate the ones they think the curators should review. Plus, editors can also nominate pieces that aren't in a publication if they see them. So it means more stories are reviewed and less fall through the cracks. The hard part is getting writers to read and follow the guidelines. At least that's been my experience.
