That's a fair answer and I appreciate how quickly you replied :) The greater issue is the number of users, I think. Because to set permissions per user requires that the system works infallibly in managing those permissions.
I say that as a person who has worked in tech for 20 years. As a person who has sat at my computer scouring user logs long past midnight because some bot is going to town on a client's site and I need to make it stop.
As a long time user here (8 years) we have had times where technology fails. Anyone who is watching has seen times when stats are simply incorrect. Know what I mean? Technology is not perfect. It sometimes fails.
For it to fail when giving access to someone else's copyrighted content when they said no would be epically terrible. And that concerns me some.
