On the surface, it seems fair. But hours are a factor, too. What if both partners work full time, but one of them earns double what the other does? Then should the one bringing less still do more? What if one partner works 20 hours to earn the same that the partner working 60 hours earns? Then what? You see? A fair solution makes both people feel like they are not carrying more than the other. Basing that on income might not always work, then. :)
