If they paid for external traffic, everyone's income would jump. Vocal pays for external traffic. Even if Medium paid a reduced rate, it would still make a giant difference.

I have a piece that got 35,000 views and paid me 82 cents. 98% of the views were external. That's over 30K views I brought Medium and got nada for. That sucked.
