No - to clarify, it's not about articles published elsewhere. Sometimes people publish a piece not in any publication, just to their own profile.

Then once they get into a publication, they start submitting their old content that they'd posted to their preofile, but not in any publication.

All that said, I haven't been an editor over there for a long time so I'm not sure what the rules are anymore.
