Maybe we should. Mandates were what it finally took to eradicate smallpox. They couldn't force anyone, but they could implement heavy fines for people who could get them and didn't.

Yes, there are people who can't. Maybe they should be the only exceptions.

Incidentally, the mandates during smallpox were voted on by the Supreme Court. They said it's within the government's right to mandate a vaccine during a public health crisis.
