It would be really dumb if they became content neutral. Also counter productive because sometimes publication editors need to tag their writers or editors with updates and such. But there’s a real clear difference between tagging someone to say thanks or get a notification to them and some of what we see. (Name) is a %$#&* is clearly against the harassment guidelines they already have, but just need to enforce better.

On #2, I can’t comment. I’ve only known a handful of people that got warnings and they were told very clearly what they were doing wrong. That doesn’t mean it doesn’t happen, just that I have no frame of reference for it.
