I think what you're talking about is writing of substance, and that's a very good point. His point is that people stuff way too much fluff and rambling into their work, which doesn't really speak of the substance. Ironically, I think striving for an economy of words would make work of substance that much more poignant and meaningful, whereas when you strip away the fluff and rambling, insubstantial writing reveals itself.
