From the top down. People never wore seatbelts until they were mandated. Problem all, all those folks that think it's okay to essentially risk harm to others in the name of freedom are voting in the people at the top. Thus far, leadership in America seems to favor the elite and abandon the majority and people accept that and vote for more of it.
