Immigrant:
— a person who comes to live permanently in a foreign country.
— an animal or plant living or growing in a region to which it has migrated.

Settler:
a person who settles in an area, typically one with no or few previous inhabitants.

The place her family came to was already populated, thus the were immigrants. The people who do call themselves settlers are often doing so as a stretch of the imagination. They did not settle in uninhabited lands. Native Americans were already there.
